Sato Construction Industry obtained a new construction business license on February 26 of the same year through fraudulent means, despite the company's representative having been sentenced to a 500,000 yen fine by the Niigata Summary Court for violating Article 204 of the Penal Code, with the sentence finalized on January 29 of the Heisei 31 (2019) year, and being disqualified under Item 8, Paragraph 8 of Article 8 of the Construction Business Act. The company submitted a sworn statement claiming it did not meet the disqualification criteria and a resume stating no awards or punishments, attached to the construction business license application dated February 6 of Reiwa 2 (2020), which was false and misleading. This is recognized as falling under Item 7, Paragraph 1, Article 29 of the Construction Business Act.

The former representative director of Sato Construction Industry Co., Ltd. (after September 1, 2020, a former director) received confidential information regarding the planned prices of the 'Agricultural Settlement Drainage Project Tana and Nihonmatsu District Sewer Pipe Burial Work' conducted by Numata City on August 2, 2019, from a former city employee. He caused the company to bid close to the planned price and secured the contract through false pretenses, thereby impairing the fairness of the public bidding process. Similarly, regarding the 'Shirasawa Simple Water Supply Pipe Replacement Work' conducted by Numata City on October 15, 2020, he received confidential information about the planned price and the minimum limit price from a former city employee, caused the company to bid at the minimum limit price, and secured the contract through false pretenses, impairing the fairness of the bidding process. He was sentenced to one year in prison (with a three-year probation) by Maebashi District Court on April 16, 2021, and his sentence was finalized. These acts correspond to Items 2 and 3 of Article 28, Paragraph 1 of the Construction Business Act, and a business suspension order is issued based on Paragraph 3 of the same article.
