負担なしで助成金を申請させるスキームにより、当該助成金を不正に受けた事業主の不正受給に関与したもの（詳細は別添のとおり）。【事案の概要】（別添） ○ 人材開発支援助成金（以下「人開金」という。）は、企業が従業員に職業訓練を実施した場合に、訓練経費の全額を負担していることを条件に訓練経費の一部を支給する制度。 ○ 訓練委託元企業が訓練委託先（エッグフォワード株式会社（以下「エッグ社」という。））から資金提供を受け、それを訓練経費の支払いの原資とすることにより、実質的に訓練経費の全額を負担していないにもかかわらず、国に支給申請を行い、不正に人開金を受給していた。エッグ社は不正のスキームを考案し、訓練委託元企業に提案するなど、不正受給に関与していた。 ○ 不正の具体的なスキームの例は以下の図のとおり。＜本スキームの概要図＞＜本助成金について＞人材開発支援助成金（人への投資促進コース）定額制訓練は、事業主が雇用する労働者に対して、サブスクリプション型の研修サービスによる訓練を実施した場合に、訓練経費を助成するもの。助成金支給額は、訓練経費に助成率を乗じて算出。経費助成率は中小企業の場合は 60%、中小企業以外の場合は 45％。（別紙5-3）不正受給に関与した訓練実施者（は最新公表日時点の情報を掲載。不支給決定日又は公表日名称代表者氏名所在地助成金の名称返還を命じた額返還状況不正の内容支給を取り消した日栃木労働局管内の事業所1社に係る当該助成金の申請において、申請事業主に訓練経費東京都渋谷区人材開発支援助成金の実質的負担なしで助成金を令和7年12月19日エッグフォワード株式会社徳谷智史道玄坂1-10-8 令和7年12月19日 4,950,000円未返還（人への投資促進コース）申請させるスキームにより、当渋谷道玄坂東急ビル6階該助成金を不正に受けた事業主の不正受給に関与したもの。栃木労働局管内の事業所1社に係る当該助成金の申請において、申請事業主に訓練経費東京都渋谷区人材開発支援助成金の実質的負担なしで助成金を令和7年12月19日エッグフォワード株式会社徳谷智史道玄坂1-10-8 令和7年12月19日未然防止 - （人への投資促進コース）申請させるスキームにより、当渋谷道玄坂東急ビル6階該助成金を不正に受けようとした事業主の不正受給に関与したもの。
