的負担なしで助成金を申請させるスキームにより、当該助成金を不正に受けた事業主の不正受給に関与したもの（詳細は別添のとおり）。【事案の概要】（別添） ○ 人材開発支援助成金（以下「人開金」という。）は、企業が従業員に職業訓練を実施した場合に、訓練経費の全額を負担していることを条件に訓練経費の一部を支給する制度。 ○ 訓練委託元企業が訓練委託先（エッグフォワード株式会社）から資金提供を受け、それを訓練経費の支払いの原資とすることにより、実質的に訓練経費の全額を負担していないにもかかわらず、国に支給申請を行い、不正に人開金を受給していた。エッグフォワード株式会社は不正のスキームを考案し、訓練委託元企業に提案するなど、不正受給に関与していた。 ○ 不正の具体的なスキームの例は以下の図のとおり。＜本スキームの概要図＞＜本助成金について＞人材開発支援助成金（人への投資促進コース）定額制訓練は、事業主が雇用する労働者に対して、サブスクリプション型の研修サービスによる訓練を実施した場合に、訓練経費を助成するもの。助成金支給額は、訓練経費に助成率を乗じて算出。経費助成率は中小企業の場合は 60％、中小企業以外の場合は 45％。
