日本トーカンパッケージは、下請事業者に対して自社又は自社の顧客が所有する印版及び木型を貸与したところ、遅くとも令和６年４月１日以降、当該印版等を用いて製造する本件製品の発注を長期間行わないにもかかわらず、下請事業者に対し、合計７，８４６個の印版等を自己のために無償で保管させることにより、下請事業者の利益を不当に害していた。
