美里工業は、資本金の額が３億円以下の法人たる事業者に対し、自社が販売し若しくは製造を請け負う自動車用ミラー等の製品又はその部品（以下「製品等」という。）の製造を委託している。下請事業者に対し、受領後に検査を行わずに瑕疵があると理由で製品等を引き取らせていた。金型等を長期間無償で保管させていた。
