カヤバは、資本金の額が３億円以下の法人たる事業者に対し、自社が販売し又は製造を請け負う油圧緩衝器、油圧機器等の部品若しくは附属品の製造を委託している。遅くとも令和５年４月１日以降、当該型等を用いて製造する部品等の発注を長期間行わないにもかかわらず、下請事業者に対し、型等を無償で保管させていた。
