自社が販売する計１６品番の自動車用の電子製品の部品等の製造を委託したところ、当該委託の時点において、既に量産が終了し、量産時と比較して発注数量が大幅に減少して１個当たりの製造に要する費用が大幅に増加することが明らかであったにもかかわらず、本件下請事業者と単価の見直しについて協議することなく、一方的に量産時の発注数量を前提とした単価で当該委託に係る代金の額を定めた。
