当該建設業者は、建設業法第７条第１号及び建設業法施行規則第７条第１号の規定に基づく経営業務の管理責任者並びに同法第７条第２号に規定する営業所の専任技術者が、令和３年12月13日に当該建設業者の取締役を解任され、令和５年７月には他の建設業者の常勤の役員となるなど、当該建設業者の常勤の役員として職務に従事しておらず、また、当該建設業者の営業所に常勤して専ら職務に従事しておらず、同条第１号及び第２号に掲げる許可の基準を満たさなくなった。
