平成２８年６月１日に新設された解体工事業について、とび・土工工事業の技術者を解体工事業の技術者とみなすこととする経過措置期間満了に伴い、専任技術者に係る変更届又は解体工事業に係る許可の廃業届を提出する必要があったにもかかわらず、それを行わなかった。 このことは、法第２９条第１項第１号に規定する、法第７条第２号に規定する許可の基準を満たさなくなった場合に該当する。
