平成29年４月７日から平成29年10月15日までの期間において、建設業法第26条第３項の規定に違反して、営業所の専任技術者を専任の配置技術者として工事現場に配置した。また、平成29年４月から令和元年12月までの期間に施工された６件の工事において、配置技術者を専任で置かなければならない工事であるにも関わらず、建設業法第26条第３項の規定に違反して、配置技術者に他の工事の配置技術者を兼務させた。 このことが、建設業法第２８条第１項に該当する。
