令和３年３月１０日から１１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和３年７月１日までに報告されたい。 記 １．鉄道事業法第３８条において準用する同法第１９条の４に基づく安全報告書について、平成２６年度以降、作成･公表がなされていないことを確認した。 よって、安全報告書の作成･公表を確実に実施すること。 ２．整備細則の点検･検査箇所に「緊張台車」の項目が規定されていないことを確認した。 よって、整備細則の内容を再点検し、索道施設に関する技術上の基準を定める省令第４条に基づく整備細則変更について、必要な手続きを行うこと。 ３．索道事業再開前の臨時検査について、確実な検査･記録、それに基づく適合判定が適切に行われていないことを確認した。 よって、索道係員には十分な知識及び技能を保有させたうえで、確実な検査･記録を実施するとともに、事業の再開にあたっては、索道施設が技術基準に適合していることの確認を適切に実施するよう、管理体制の改善を図ること。 ４．索道施設の保守に関する計画が作成されておらず、１月検査について、一部検査記録がないことを確認した。 よって、索道施設の保守に関する計画を確実に作成するとともに、検査を行ったときは確実に記録すること。 ５．風速計の指示器が故障していることを確認した。 よって、故障している風速計指示器について、必要な措置を行うこと。 【中国運輸局】
