令和８年１月に貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 なお、講じた措置については、令和８年４月３０日までに報告されたい。 記 以下の事項をはじめとして、本社が、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、その実行性が継続的に確保されるよう安全管理体制の強化を図ること。 １．線路構造実施基準規程第７３条に規定する軌道変位検査について、同規程第５４条に規定する整備基準値を超過した箇所があるにもかかわらず、同規程第５３条に基づく軌道の保守が行われていないことを確認した。よって、同規程に基づき軌道の適切な保全を行うため、検査結果を踏まえた整備計画を策定し、この計画に則り確実に整備を行うとともに、適切な管理ができるよう必要な措置を講ずること。 ２．電気保安設備実施基準規程第３９条で規定する配電線路の定期検査が行われていないことを確認した。よって、同規程に基づき、必要な措置を速やかに講ずるとともに、検査計画に則った定期検査の継続的な実施及び適切な管理ができるよう必要な措置を講ずること。 ３．列車又は車両の運転に直接関係する作業を行う係員（以下「運転関係係員」という。）に対する教育及び訓練について、実施基準管理規程第１１条及び運転取扱心得第４条の２に基づき実施されていないことを確認した。よって、同規程及び同心得に基づき、運転関係係員に対して速やかに教育及び訓練を行うとともに、教育及び訓練の計画に基づく継続的な実施及び適切な管理ができるよう必要な措置を講ずること。 ４．実施基準管理規程第１３条及び運転取扱心得第６条に基づき、列車又は車両を操縦する係員に行う乗務前の点呼について、運転免許に付された条件を把握していないことを確認した。また、運転関係係員に必要な適性（身体機能）のうち、視機能の基準を把握できていないことを確認した。よって、係員が保有している運転免許の条件及び身体機能検査の基準を把握し、適切な管理ができるよう必要な措置を講ずること。 【近畿運輸局】
