令和7年11月10日（月）から12日（水）まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。改善指示を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。なお、講じた措置について、令和8年5月29日までに報告されたい。記１．鉄道に関する技術上の実施基準（土木編）第121条で定めるて鉄道施設の定期検査について、同実施基準第70条で定めるレール継目の遊間の最大値を超過した箇所があることを確認した。よって、同実施基準第70条（同整備心得において準用する場合も含む）に基づき遊間の生成をするなど必要な措置を行うとともに、同実施基準附属図表第11号継目遊間図などに基づき遊間を管理できるよう鉄軌道施設の維持管理を適切に実施すること。２．併用軌道整備心得第５条で定める軌間の狂いについて、輪縁路に土が滞積した状態で検査をしており、適切な状態における検査が実施できておらず、軌道整備基準値を超える箇所があることを確認した。よって、同整備心得第５条に基づき軌間の狂いの整正を行うなど必要な措置を速やかに講ずるとともに、係員に対し軌道検査の適切な実施方法について教育などを行うなど軌道の維持管理を適切に実施すること。３．鉄道に関する技術上の実施基準（土木編）第121条で定める鉄道施設の定期検査について、一部駅（小池駅、愛知大学前、南栄駅）において、プラットホームが同実施基準第17条で定める建築限界を支障していること及び同実施基準第３７条に基づき必要な整備を行うなど建築限界に支障しない必要な措置を講じていないことを確認した。よって、建築限界を支障しているプラットホームについては、同実施基準第17条に基づき、必要な措置を速やかに講ずるとともに、法令等に基づく業務の実施が確実に遂行されるよう関係者に再徹底し、鉄道施設の維持管理を適切に実施すること。４．車両構造装置について、鉄道事業法第13条第2項に規定する変更の確認を受けていないにもかかわらず、火災対策に係る事項のうち座席表地である座席モケットの材料が変更されていることを確認した。よって、車両確認の申請等の手続きが確実に実施されるよう必要な措置を講ずること。５．軌道運転規則第7条の２に定める適性検査について、クレペリン検査を全運転士に３年に1回以上実施する必要があるにもかかわらず、運転士１名に対して定められた期間（３年に１回以上）内に行わず、検査の結果が作業を行うのに支障がないことを確かめずに車両を操縦する業務に就かせていたことを確認した。よって、軌道運転規則第７条の２に基づき必要な適性を保有していることを確認できるよう運転適性検査（クレペリン検査）の受検対象者の管理を適切に行うこと。以上【中部運輸局】
