Despite this, the company used recycled asphalt mixtures and falsely marked the shipped recycled asphalt as new asphalt in shipping documents. The suspension was issued under the provisions of the guidelines for suspension measures related to construction contracts, as the company was found to have violated the specifications by using recycled materials contrary to the contractual requirements.
