株式会社圏央は、東京都内の公共工事において、建設業法第24条の８第１項及び第４項に規定する施工体制台帳及び施工体系図の作成について、事実と異なる作業員名簿を作成し、発注者に提出した。 また、施工期間中に施工体制を変更したにもかかわらず、長期間、変更した施工体制台帳及び施工体系図の提出を行わなかった。 これらのことが、建設業法第28条第３項に該当する。
