令和５年１２月１８日から１２月２１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和６年３月１８日までに報告されたい。記１.索道施設の保安設備において、以下の事実を確認した。（１）イゾラゴンドラ1号線、イゾラ第3クワッド、イースト第2ペアリフトの過速度検出装置について、当該装置が動作する設定値が工事計画で定められた値と異なっていたこと。（２）イゾラゴンドラ1号線、イーストゴンドラ1号線、イーストゴンドラ2号線、イースト第1ペアリフトの風速計について、警報鳴動となる風速及び索道停止となる風速の設定値が工事計画で定められた値と異なっていたこと。（３）アクロス第2ペアリフトの速度計が動作していなかったこと。（４）タワーペアリフトの速度計について、実際の運転速度よりも低い速度が表示されていたこと。よって、上記設備について修繕、設定値の調整等、速やかに必要な措置を講ずるとともに、索道施設について、索道施設に関する技術上の基準を定める省令第三十九条に基づき、適切に維持管理できる体制を構築すること。２.索道施設の点検・検査（以下「検査等」という。）について、以下の事実を確認した。（１）単線自動循環式普通索道整備細則第５条に基づく検査標準と実際の索道施設について、以下のとおり整合していないこと。 検査標準にイーストゴンドラ1号線、イーストゴンドラ2号線及びイゾラゴンドラ1号線の予備原動装置の減速機並びにイゾラゴンドラ1号線の保護設備に係る点検及び検査の項目が定められていない イゾラゴンドラ及びイーストゴンドラ2号線の検査標準において、設備として存在しない「放送設備」の項目が定められていた（２）単線固定循環式特殊索道整備細則第５条、単線自動循環式特殊索道整備細則第５条及び単線自動循環式普通索道整備細則第５条に基づく適合確認検査のうち、全ての索道に係る保安通信設備及び普通索道に係る避雷装置の接地抵抗測定を実施していないこと。（３）単線固定循環式特殊索道整備細則第5条に基づく検査標準に定められたイースト第1ペアリフトの12月検査（臨時検査（2））の検査項目のうち、13号支柱の記録について、両細則第8条に基づく検査等の記録がされていないこと。よって、未実施となっている箇所の接地抵抗の測定のほか、整備細則及び検査等の記録表の見直しを行う等、速やかに必要な措置を講ずるとともに、索道施設に関する技術上の基準を定める省令第四十二条及び第四十三条に基づき、適切な検査等の実施及びその成績を記録できる体制を構築すること。【北海道運輸局】
