令和４年１０月１７日から１０月１９日まで、貴局に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和４年１２月８日までに報告されたい。 記 以下の事項をはじめとして、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。 １.電気設備保守整備心得第５条に基づき実施される電車線摩耗測定について、令和３年度の実施日が同心得第１号表に定められた期間を超過していることを確認した。 よって、軌道施設の検査が適切に行われるよう、実施状況の管理を行うこと。 ２.電気設備保守整備心得第５条に基づき実施される変電所設備の検査のうち、駒場町変電所き電用断路器の絶縁抵抗検査において、所要の回路を構成せずに検査を実施し、同心得第４条第２項に基づき定められた軌道電気設備整備要領別表第６号「絶縁抵抗検査基準」による基準値を満たしていないにもかかわらず、判定が適切に行われていないことを確認した。 よって、当該検査の方法を見直し、同心得に基づく検査及び判定を確実に実施すること。 ３.車両整備心得第６条に基づく２０００形、３０００形及び９６００形のＶＶＶＦインバータ装置の月検査の検査結果について、同心得第２０条に基づき記録・保存されていないことを確認した。 よって、車両の検査結果を適切に記録・保存するとともに、検査結果の記録の活用を含め、車両の検査を適切に管理できる体制を構築すること。 【北海道運輸局】
