令和８年３月５日に、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について改善措置を講ずるよう指示する。 講じた措置については、令和８年５月１日までに報告されたい。 記 以下の事項をはじめとして、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。 １．特殊索道運転取扱細則を変更したが、細則の変更届出がないことを確認した。 よって、現有する索道施設と運転細則の整合を確認し、索道施設に関する技術上の基準を定める省令第４条に基づく手続きを行うとともに、同種事案が再び発生することがないよう適切な措置を講ずること。 ２．鷹山第１ペアリフトを含む４基の索道施設において、保安設備を変更していたが、索道施設の変更手続きがされていないことを確認した。 よって、鉄道事業法第３８条に準用する同法第１２条に基づく手続きを行うとともに、同種事案が再び発生することがないよう措置を講ずること。 ３．鷹山第１ペアリフトを含む６基の索道施設において、単線固定循環式特殊索道整備細則及び単線自動循環式特殊索道整備細則で規定している臨時検査(2) （適合確認検査）の接地抵抗の検査の一部が行われていないことを確認した。 よって、同細則に基づき適切に検査を行うとともに、同種事案が再び発生することがないよう適切な措置を講ずること。 以上 【北陸信越運輸局】
