令和４年２月２０日に福島町停留場～西広島停留場間を走行中の貴社の運転士は、交通信号機が停止を表示していたにもかかわらず車両を交差点に進入させたため、自動車と衝撃して、脱線事故を発生させた。 本事象を踏まえて、貴社に対して、令和４年２月２８日から３月１日まで保安監査を実施した。その結果、下記のとおり改善を要する事項が認められたことから、所要の措置を講ずるよう指示する。 なお、改善措置を講ずるにあたっては、背後要因も含め当該事故が発生した原因を究明した上で、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。 講じた措置については、令和４年４月２５日までに報告されたい。 記 １．事故を発生させた運転士は、道路交通法第７条に基づき、走行時には交通信号機の表示する信号に従うよう指導されていたにもかかわらず、前方の交通信号機が停止を表示していた交差点に進入したことを確認した。 また、当該運転士に対して聴き取りが行えない状況にあることから、貴社は交通信号機の表示に従わなかった理由等について十分に究明できていないことを確認した。 さらに、当該運転士に対する添乗・立哨指導の結果について、添乗・立哨指導記録書に喚呼不良の指摘が繰り返し記載されているにもかかわらず、前回の同記録書をもとに指導をする体制となっていないことから、指摘事項が改善されないままとなっており、安全管理規程第３１条に基づく運転士の資質の状況の管理ができていないことを確認した。 よって、交通信号機が停止を表示していたにもかかわらず交差点に進入した原因について、当該運転士に聴き取りを行ったうえで速やかに究明し、再発防止策を策定するとともに、運転士の資質の状況を適切に管理するための措置を講ずること。 【中国運輸局】
