信光実業株式会社の元代表取締役は、長野県大町市が令和６年８月２１日に入札を執行した「令和６年度体育施設整備事業第一屋内運動場照明設備ＬＥＤ化工事」及び、令和６年１２月１１日に入札を執行した「令和６年度図書館ＬＥＤ照明設備整備事業図書館照明ＬＥＤ化工事」の入札に関し、偽計を用いて、公の入札で契約を締結するためのものの公正を害すべき行為をしたとして、令和７年１０月１６日に長野地方裁判所から公契約関係競売入札妨害罪により懲役１年（執行猶予３年）の判決を受け、その刑が確定している。 このことが建設業法第２８条第１項第２号及び第３号に該当すると認められる。
