当該建設業者は、令和５年１月27日に提出した建設業法第５条の許可申請書及び同法第６条の書類において、同法第７条第１号の規定に基づく経営業務管理責任者となる者が実際には建設業に関し５年以上経営業務の管理責任者としての経験がないにもかかわらず、同人が役員等であったＡ社が作成した建設資材の売買に係る見積書等を建設工事請負契約に係る見積書等に改ざんした虚偽の見積書等を提示し、同社において、同人が平成26年１月から平成31年２月まで建設業に関し経営業務の管理責任者としての経験を有していたとの虚偽の内容を記載し、令和５年２月24日に、同法第３条第１項の建設業の許可を受けた。 また、当該建設業者は、令和５年５月２日、許可を受けた全ての建設業について、建設業法第12条第５号に該当する旨の同条の規定による届出をした。
