令和６年２月１６日に、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 また、改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。 なお、講じた措置については、令和６年４月２７日までに報告されたい。 記 １．鉄道事業法第１７条に規定する運行計画について、変更の手続きを実施せずに定期に運行する列車の発着時刻を変更していたことを確認した。 よって、必要な運行計画の変更の手続きを速やかに行うとともに、同条に基づく手続きが確実に実施されるよう適切に管理すること。 ２．鉄道事故等報告規則第５条に規定する鉄道運転事故等届出書について、令和４年２月１６日に倒木により発生した輸送障害及び令和５年７月９日に重錘車の点検等により発生した輸送障害に関する同届出書が提出されていなかったことを確認した。 よって、過去に発生した事故等について再度確認を行うとともに、届出が必要なものについては速やかに提出を行うこと。また、同規則に該当する事故等が発生した際は、同届出書を確実に提出するよう適切に管理すること。 【近畿運輸局】
