高野建設有限会社は、大分県から有限会社三栄重機建設が請け負った令和６年度交防急対第19号急傾斜地崩壊対策工事の現場代理人について、本来、元請業者である社員を配置しなければならなかったが、これに下請業者である高野建設有限会社の社員を配置した。 また、令和７年３月７日に工事完成検査を受けた際には、下請業者の社員は現場腕章をつける等対応し、さらに、同人は工期中現場代理人になりすましていたなど、請負契約に関し不誠実な行為を行った。 このことは、建設業法第28条第１項第２号に該当する。
