令和６年２月２７日から２月２９日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和６年４月２２日までに報告されたい。記１.サンタプレゼントパークマロースゲレンデにおける索道の運転速度について、工事計画に定められた運転速度より、約0.1m/s低く設定されていることを確認した。よって、索道毎に適切な運転速度について検討を行った上で、鉄道事業法第三十八条で準用する同十二条に基づく索道施設変更の手続き等必要な措置を講ずるとともに、今後同様の事象が発生しないよう施設を適切に管理すること。２.サンタプレゼントパークマロースゲレンデにおける索道施設の点検・検査（以下「検査等」という。）について、単線自動循環式普通索道整備細則第５条に基づく検査標準に、自家発電設備にかかる検査等の項目が定められていないことを確認した。よって、整備細則に必要な検査等の項目を追加し、索道施設に関する技術上の基準を定める省令第四条に基づく届出を行うとともに、今後同様の事象が発生しないよう適切に管理すること。３.ほろたちスキー場ロマンスリフトの風速計について、警報鳴動となる風速及び索道停止となる風速の設定値が工事計画で定められた値と異なっていたことを確認した。よって、施設の状況を踏まえ、工事計画の変更及び届出等必要な措置を講ずるとともに、今後同様の事象が発生しないよう施設を適切に管理すること。４.ほろたちスキー場ロマンスリフトにおいて、支柱等に旅客が遵守すべき事項の掲示がされていないことを確認した。よって、当該事項を適切に掲示するとともに、今後同様の事象が発生しないよう適切に管理すること。【北海道運輸局】
