令和７年８月２７日から８月２９日まで、貴社に対して保安監査を実施したところであるが、保安監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和８年３月３日までに報告されたい。 なお、改善措置を講ずるにあたっては、背後要因を含め当該事象が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。 記 １．軌道・土木整備実施基準第６１条に規定する前杉山トンネルの特別全般検査については施設管理者が同検査の必要性を認識しておらず、実施していないことを確認した。 よって、トンネルの適切な維持管理を図るため、実施基準に基づき、特別全般検査が未実施であった前杉山トンネルについては、検査の実施計画を策定し、確実に検査を実施するとともに、変状把握を行えるよう、変状展開図に記録を行うこと。 また、今後のトンネル維持管理にあたっては、法令の遵守及び実施基準等に基づき的確に実施されるよう、管理体制の見直しを行うこと。 ２．車両検査実施基準第９条の別紙３及び別紙４に規定する重要部検査及び全般検査における車体屋根の検査について、一部実施していないことを確認した。 よって、同実施基準に基づき、確実な検査の実施及び適切な管理ができるよう必要な措置を講じること。 以上 【東北運輸局】
