令和６年７月１０日から７月１２日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和６年１１月５日までに報告されたい。 記 以下の事項をはじめとして、本社が、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。 １．令和５年度に実施している６０００形車両リニューアル工事において、車両構造実施基準第２３条に規定する車両の火災対策にかかる材料が変更されており、内張については燃焼性規格が確認されていない材料が使用されていた。さらにこれらの変更について、鉄道事業法第１３条第２項に基づく車両の確認を受けないまま鉄道事業の用に供していることを確認した。 よって、車両材料に変更があった場合は実施基準との適合を確認するとともに、車両の確認にかかる手続きや実施基準について、車両担当者に対して教育を実施するなど、今後適切な管理ができるよう必要な措置を講じること。 ２．鉄道に関する技術上の基準を定める省令第１０条に規定する教育及び訓練等を実施するために定めた実施要領について、乗務員以外の運転指令業務等に従事する係員に係る実施要領を定めていないことを確認した。また、新たに運転指令業務に従事する係員の知識及び技能の確認についての記録を保存していないことを確認した。 よって、乗務員以外の運転指令業務等に従事する係員の教育及び訓練等に係る実施要領を定めること。また、新たに運転指令業務に従事する係員の知識及び技能の確認について、実施要領に基づき適切に実施し管理できるように記録を保存すること。 以上 【関東運輸局】
