令和５年８月２８日から８月２９日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 また、改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。 なお、講じた措置については、令和６年１月２５日までに報告されたい。 記 １．保守作業を委託している事業者の係員について、教育の実施要領が定められておらず、実施基準管理規程第１１条に基づく教育及び訓練の管理が行われていなかったことを確認した。 よって、速やかに教育の実施要領を定め、保守作業を委託している事業者の係員について、実施基準管理規定第１１条に基づく知識及び技能を保有することを確認できる体制を構築すること。 ２．線路構造実施基準規程第６７条に規定する遊間及びその整正について、軌道・構造物整備及び検査心得第２７条においてレールの継目部における遊間の適否判定は原則として、別表第３の定めにより行うものとするとされているが、令和５年３月に実施した遊間検査では、適否判定を行っておらず、必要な遊間整正を実施していないことを確認した。 よって、直近１年間の軌道の遊間検査の結果を確認し、適否判定を速やかに行うとともに、整正が必要な箇所については、速やかに整正を行うこと。 ３．線路構造実施基準規程第７５条及び第７６条で規定する軌道の定期検査、並びに第８１条で規定する施設の定期検査について、北条町駅構内側線の車両留置箇所の軌道変位検査、並びに全駅のプラットホームの離れ及び高さの検査を実施していないことを確認した。また、プラットホームの離れ及び高さの検査の周期や方法が同実施基準規程等に規定されていないことを確認した。 よって、プラットホームの離れ及び高さの検査について、速やかに同実施基準規程等に検査の周期や方法を定めるとともに、プラットホームの離れ及び高さの検査及び北条町駅構内側線の車両留置箇所の軌道変位検査を実施すること。また、検査の結果、プラットホームが建築限界を支障するなど、同実施基準規程に抵触する箇所を認めた際は必要な措置を講じるとともに、確実に定期検査を実施できるよう、管理体制の見直しを行うこと。 ４．電気設備実施基準規程第４０条に基づく定期検査において、踏切保安設備の検査項目「押ボタン動作状態の良否」及び法華口駅の連動装置の検査項目「てこ、押しボタンの状態の良否」、「表示状態の良否」、「取付、設置状態の良否」、「汚損、損傷の有無」、「配線等の良否」の検査が実施されていないことを確認した。 よって、速やかにこれらについて必要な措置を講じ、電気設備の適切な管理を行うこと。 【近畿運輸局】
