令和４年６月７日から６月８日まで、貴法人に対して保安監査を実施したところであるが、保安監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年１月１８日までに報告されたい。なお、改善措置を講ずるにあたっては、背後要因を含め当該事象が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。記１．鋼索線土木施設技術基準第４０条で規定する軌道の定期検査について、点検作業等は当該施設の所有者である他鉄道事業者に委託しており、他鉄道事業者から検査結果の報告があったにもかかわらず、貴法人において同技術基準との照合、整備基準値超過の有無の確認及び検査結果の判定を実施していないことを確認した。また、令和３年度及び令和４年度の分岐器、まくらぎ、道床及び車両動揺等の検査結果を入手していないことを確認した。よって、同技術基準に基づき速やかに必要な措置を講ずること。また、管理者においては、前回の保安監査にかかる改善の指示と同様の指摘事項であることを重く受け止め、安全を確保するために必要な関係規程を遵守する重要性を再認識し、改善の実行性が確保されるよう、鉄道施設の検査及び整備の管理体制を抜本的に改善すること。２．鋼索線車両・原動設備等技術基準（保全）第１０条で規定する車両の重要部検査について、同技術基準第１４条で規定する期間ごとに実施していないことを確認した。よって、同技術基準に基づき速やかに必要な措置を講ずること。また、管理者においては、安全を確保するために必要な関係規程を遵守する重要性を再認識し、車両の定期検査が確実に行われるよう体制を見直すなど、必要な措置を講ずること。３．鋼索線車両・原動設備等技術基準（保全）第１０条で規定する車両の全般検査について、車軸及び錠リンクの摩耗並びに車輪防振ゴムの使用期限の整備基準値が超過していたにもかかわらず、必要な整備が実施されていないことを確認した。よって、同技術基準に基づき速やかに必要な措置を講ずること。また、管理者においては、安全を確保するために必要な関係規程を遵守する重要性を再認識し、車両の整備が確実に行われるよう体制を見直すなど、必要な措置を講ずること。４．運転取扱実施基準第１１条に基づく列車等の運転に直接関係する作業を行う係員の教育及び訓練等について、以下の事実を確認した。（１）一部の係員に対し、作業を行うのに必要な教育及び訓練が行われていなかった。（２）係員に対し、精神機能検査（クレペリン検査）が行われていなかった。よって、同実施基準に基づき作業を行うのに必要な教育及び訓練を行うとともに、適性検査を実施し、必要な適性、知識及び技能を保有していることを確認した上で作業を行わせること。また、管理者においては、列車等の運転に直接関係する作業を行う係員に対する教育及び訓練等の重要性を再認識し、教育及び訓練等が適切に行われるよう管理体制を見直すなど、必要な措置を講ずること。５．運転取扱実施基準第７条に基づく係員に対する酒気帯びの有無の確認について、仕業前後にアルコール検知器を用いた検査を行っていないことを確認した。よって、同実施基準に基づきアルコール検知器を用いた検査を確実し、その結果を記録すること。また、管理者においては、アルコール検知器を用いた検査の重要性を再認識し、酒気帯びの有無の確認が適切に行われるよう管理体制を見直すなど、必要な措置を講ずること。【東北運輸局】
