瑞穂建工株式会社は、令和４年６月30日を審査基準日とする経営事項審査において、その他審査項目（社会性等）の防災協定の締結の有無について、南丹建設業協議会が発行する証明書を偽造した上で、確認書類として提出し、虚偽の申請を行い、当該申請に基づき得られた結果通知書をもって、令和５年度の京都府建設工事競争入札参加資格申請を行い、京都府が当該結果通知書を資格審査に用いた。 また、同社は、令和５年６月30日を審査基準日とする経営事項審査においても、その他審査項目（社会性等）の防災協定の締結の有無について、南丹建設業協議会が発行する証明書を偽造した上で、確認書類として提出し、虚偽の申請を行い、当該申請に基づき得られた結果通知書をもって、令和６年度の京都府建設工事競争入札参加資格申請を行い、京都府が当該結果通知書を資格審査に用いた。 これらのことは、建設業法第28条第１項第２号に該当し、同条第３項の規定により営業停止処分の対象となる。
