株式会社朝日通信は、令和３年６月から令和４年２月に施工した公共工事において、現場に配置する主任技術者は専任でなければならないにも関わらず、営業所に常勤して専らその職務に従事すべき営業所の専任技術者を配置していた。 また、当該工事の施工期間中、当該営業所の専任技術者を他の複数の工事現場の主任技術者としても配置していた。 このことは、建設業法（昭和２４年法律第１００号）第２６条第３項に違反し、同法第２８条第１項第２号に該当する。
