令和６年１０月８日から１１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、同種事象の再発防止のための措置を講ずること。講じた措置については、令和６年１２月１８日までに報告されたい。記１．電気設備実施基準第７４条及び運転保安設備実施基準第８０条に規定されている以下の定期検査の項目について、実施していない、又は実施基準に定められた検査方法で実施していないことを確認した。・第１種及び第２種連動装置の継電連動機、制御盤の「7. 信号機相互の支障進路の条件検査」及び「8. 連動検査」・信号線路（架空電線路、地上電線路、地中電線路）の「8. 心線相互間及び心線と大地間の絶縁抵抗の適否」・き電線路の帰線のボンド、クロスボンドの「4. ボンド抵抗測定」及び「5. 対地電圧測定」・軌道回路の「8. 軌道短絡感度の良否」よって、速やかにこれらの検査を実施するとともに、他の施設についても同様の検査項目の有無を確認し、必要に応じて検査を実施すること。また、必要に応じて施設の定期検査の項目を見直すとともに、検査項目を確実に実施できるよう、教育訓練の方法を見直すなど体制を改善すること。２．古町駅高浜５番線に自動列車停止装置を増設したにもかかわらず、鉄道事業法第１２条に規定する鉄道施設の変更の手続きを実施していないことを確認した。よって、他にも同様の手続き漏れがないか確認の上、速やかに所要の措置を講ずるとともに、認可申請等の手続きを確実に実施する体制を構築すること。３．施設及び車両の部門において、教育訓練規程第６条に規定する年間の教育訓練計画表を作成していないことを確認した。よって、年間の教育訓練計画表を作成の上、教育訓練の実施状況を管理するよう改善すること。以上【四国運輸局】
