香南建設株式会社の当時の代表取締役の北代達也は、令和２年12月頃、当時の香南市議会議員に対し、香南市が同月17日を入札日として施行した栄町Ａ団地解体工事の一般競争入札の最低制限価格を聞き出して欲しい旨を働き掛け、同議員が同市の職員から聞き出した当該価格の近似額の教示を受けて落札した上、同議員に対し、その謝礼として10万円の商品券を供与したものである。 このことにより、令和４年９月27日付けで高知地方裁判所から、刑法（明治40年法律第45号）第96条の６第１項及び第198条の規定に違反するものとして、懲役１年６月執行猶予３年の有罪判決を受け、同年10月12日に刑が確定した。
