(株)NIPPO was subject to a suspension from bidding on projects ordered by the Tohoku, Kanto, Hokuriku, Chubu, Kinki, and Chugoku Regional Development Bureaus, as well as the Tokyo Aeronautical Bureau, from April 11 to July 18, 2025. The suspension was imposed because it was found that the company used asphalt mixture containing recycled aggregate instead of the specified new aggregate in asphalt paving works. Although the contract documents (special specifications, design drawings, etc.) mandated the use of asphalt mixture with new aggregate, investigations by the Ministry of Land, Infrastructure, Transport and Tourism revealed that the company, without consulting the client, used asphalt mixture containing recycled aggregate. The manufacturing plant associated with the company also shipped recycled asphalt mixture labeled as new asphalt mixture on shipping slips. The company received management reports indicating that the asphalt mixture supplied should have been new asphalt mixture but recognized the possibility of it being recycled asphalt mixture. However, it failed to take appropriate measures to prevent such issues, thus breaching its duty to avoid the violation. Additionally, the company's affiliated plant supplied asphalt mixture to various projects, also labeled as new asphalt mixture despite investigations showing it contained recycled aggregate. The company, having close capital and personnel ties with the plant, was aware of the potential mislabeling but did not act to ensure proper management.
