令和７年１２月３日から５日まで、貴局に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和８年３月１８日までに報告されたい。記１．車両の検査において、以下の事実を確認した。 ① 車両整備心得第６条に基づく２０００形、３０００形及び９６００形の月検査において、シングルアーム型パンタグラフ集電装置の検査項目のうち、エアーパイプの空気漏れの有無に係る検査結果について、同心得第２０条に基づいた記録・保存が行われていないこと。 ② 同心得第８条に基づく３００２号車の全般検査において、台車（８０－２５０）の検査結果について、同心得第２０条に基づいた記録・保存が行われていなかったこと。 ③ 同心得第８条に基づく３００２号車の全般検査において、台車（８０－２２１）を装着したことを記録していなかったこと。 ④ 同心得第９条に基づく３００１号車の随時検査において、台車（８０－２２１）を装着した際、輪重測定検査を実施していなかったこと。 ⑤ 同心得第９条に基づく３００２号車の随時検査において、台車（８０－２５０）を装着した際の検査結果について、同心得第２０条に基づいた記録・保存が行われていなかったこと。 ⑥ ⑤の際、同心得第１６条に基づく３００２号車の試運転を、輪重測定検査の前に実施していたこと。よって、車両整備心得に規定されている検査項目と検査記録表の整合を確認し必要な措置を講じたうえで、適切に検査を実施し、確実に検査結果を記録・保存できる管理体制を構築すること。２．電車運転取扱心得第４条の２に規定する運転従事員の教育及び訓練について、十字街交差点において異なる系統の進路に進入した場合の取扱い教育が運転士の新規養成時にのみ行われ、その後、運転士に対して必要な教育の実施、十分な知識・技能を保有していることの確認をしていないことを確認した。また、当該取扱いについては口頭で引き継がれており、資料も確認できなかった。よって、継続的に教育することができる体制を整えるとともに、運転士に対して必要な教育を実施し、十分な知識・技能を保有していることを確認してその職務に従事させることができるよう必要な措置を講ずること。３．令和４年１２月１５日に駒場車庫前停留場内での運転取扱い誤りによる除雪電車の車両脱線事故を受け、軌道事故等報告規則第３条に基づき提出された運転事故等報告書の再発防止対策について、毎年、冬期を迎える前に除雪電車運転に選任した運転士及び除雪装置操縦者に対して実施することとしている研修を令和６年度は実施していないことを確認した。よって、運転事故等の再発防止対策が確実に実施されるよう必要な措置を講ずること。以上【北海道運輸局】
