本工事は、鈴鹿川の河川堤防の維持修繕を行う工事である。事故は、砂洲の樹木の伐採を行っていた際に発生した。二次下請の作業員が樹木をチェーンソーで切り倒し、運搬用に小割するため、チェーンソーを下から上へと払い上げたところ、チェーンソーが樹木に引っかかり、跳ね返って作業員の左足に当たり、負傷したものである。
