工事３件について，建設業の許可を受けずに請負金額が建設業法施行令（昭和３１年政令第２７３号）第１条の２第１項に規定する金額以上の工事請負契約を締結し，当該工事を完成させた。 これらの工事の受注に際し，発注者から建設業許可通知書の写しの提出を求められた際，許可を受けた建設業者であるかのように偽るため，過去に下請取引の際入手した他の建設業者の許可通知書の写しを改変して提出し，発注者に許可を受けた建設業者であると誤認させた。
